Meetings involved clinical leadership; key program staff (managers, relevant senior staff, and others identified by the site); clinical/agency partners; and health care providers working with adolescents in the setting, such as physicians, nurses, counselors, and office assistants. The committee also made various efforts to understand the perspectives of adolescents on their health and their experiences with health services. During the site visits, the committee met with groups of adolescents to discuss their perceptions of adolescent health issues and health service needs in their community and to gather first-hand accounts of experiences illustrating how health programs have successfully reached out to this population.

Community Programs to Promote Youth Development (National Research Council and Institute of Medicine, 2002) provides a framework for thinking about adolescent development in the context of the various settings where adolescents live, learn, and work. Discussed in more detail in Chapter 4, this report identifies a set of personal and social assets that foster the healthy development and wellbeing of adolescents and facilitate a successful transition from childhood through adolescence and into adulthood.
